The police did not come: what a Croatian claim rests on instead

What actually changes

Nothing about your entitlement changes. What changes is the source: instead of an official record there is a joint statement signed by both drivers, and its quality is now the quality of the claim.

The European Accident Statement does the work. It exists in identical numbered fields in every language, so a Croatian form and a Polish or German one can be filled in side by side and still match field for field.

Where it is different: if anyone is injured, if a vehicle has foreign plates and the other driver disputes the facts, or if there is damage to public property, attendance is a separate matter and should be requested explicitly.

What to write and photograph

Fill in the numbered fields, not the margins. Tick the boxes describing the manoeuvre, sign both copies and photograph both sides of the completed form before you separate. A form completed but never exchanged is worth very little.

Photograph the vehicles where they stopped, before moving them: both vehicles in one frame with the road layout visible, then each contact area close up, then the plates and the other driver insurance document.

Record the surroundings that will not exist tomorrow. The position of any obstruction, the state of the surface, the light, and whether anything was parked where it should not have been. Note the time and the exact place in a form a stranger could find again.

We document the damage, relate it to the described course of events and state what the traces support. That work does not depend on whether an officer attended.

Frequently asked questions

Nobody attended and the other driver has already left. What now?
Write down everything while it is fresh: plate, make, colour, the direction each vehicle was travelling and the time. Photograph your own vehicle where it stands and the place itself before anything moves. Then report it to your insurer the same day, because a late report narrows what can be done later far more than the absence of an officer does.
Is a signed statement really enough without an official record?
For a damage-only event it usually is, provided the form is complete, signed by both drivers and exchanged on the spot. What weakens these files is almost never the missing officer; it is a form with empty fields, no photographs and no note of the exact place. Those three gaps are the ones worth closing before you drive away.
The other driver wants to sort it out between us instead.
Photograph and complete the form anyway, whatever you then agree, because the record costs nothing and cannot be created later. Notify your own insurer as well, even if you expect no claim to follow. Whether any private arrangement is wise in your situation is a legal question and belongs with a recommended lawyer, not with us.
