The Učka tunnel and the A8: the crossing between Istria and Kvarner

Everything that leaves Istria towards Rijeka goes through one mountain. The tunnel under Učka is the joint between two coasts, and the traffic of both meets in it.

What this corridor is

The A8 is the eastern arm of the Istrian Y. It runs inland from Kanfanar past Pazin and Lupoglav, climbs to the Učka tunnel and comes out above Matulji, where it meets the network towards Rijeka, Opatija and Zagreb.

The tunnel defines the route. It is tolled, both tubes are in service, and either side of it the road behaves differently: forested inland Istria to the west, a steep drop towards the Kvarner bay to the east.

The traffic mixes badly: locals commuting to Rijeka, holiday traffic to the Istrian resorts, caravans in season, and freight with no alternative crossing.

The damage patterns of this crossing

The toll plaza. Lane selection at the last moment, stop-and-go queues in season, and low-speed rear-end contact as the standard outcome. Kerb and barrier damage while manoeuvring belongs to the same group.

The descent towards Matulji. A long gradient after a tunnel means brakes and tyres are already warm. Heavy vehicles and caravans lose distance here, and the contact happens at the bottom.

Bora at the eastern side. The wind falling from the Učka ridge hits high-sided vehicles the moment they leave shelter. Caravans, motorhomes and empty vans feel it, and the gust appears on no photograph taken later.

Inside the tunnel. Poor lane discipline, sudden braking and glare at both portals. Damage here is hard to document, because stopping is only allowed where the tunnel provides for it.

If it happens in the tunnel or on the gradient

Inside a tunnel the sequence differs from an ordinary road. Keep moving if the vehicle still runs and stop after the portal; do not stand in a running lane and do not walk back for photographs.

Use the emergency telephones rather than only a mobile: they tell the operator where you are. Operators also hold camera recordings, and the request has to be made early.

On the descent, note where the sequence began rather than where it ended. Vehicles that lose distance on a gradient stop far from the point where anything went wrong.

Inspection and getting the vehicle looked at

Both ends of the crossing have working points: Rijeka and Matulji on one side, Pazin and the Istrian towns on the other. Which is closer depends on where the vehicle stopped.

Have the damage recorded before the vehicle is moved a second time. A car recovered from a tunnel goes to the nearest yard rather than the one you would choose, and each further move costs evidence.

The final positions before the lane is cleared, the lane you were in and the time. Photograph the plaza with the booths in the frame, and keep the toll receipt.
The damage happened inside the tunnel and I could not stop. Is the case lost?
No, but the record starts later than usual. Stop at the first safe place after the portal, photograph everything there and state where inside the tunnel it happened.
A gust hit my caravan just after the tunnel on the Kvarner side.
Record the conditions while they last: the vehicle in its final position, the exposed section and any wind warning sign. Wind damage is judged from the pattern of deformation and its direction.
My car was towed to a yard I never chose. What now?
Ask for the address and the operator name at the scene, and keep the paperwork you sign. Have the damage recorded at that yard before anything moves again, because a second move costs evidence.
